Batch Preliminary Examination of Patent Applications: A Typical Case of Supporting Enterprises

In 2024, the Jiangsu Intellectual Property Protection Center (hereinafter referred to as “Jiangsu Protection Center”) conducted high-standard batch pre-examination pilot work in accordance with the National Intellectual Property Administration's pilot program requirements. Focusing on two pre-examination industries—high-end equipment and new functional and structural materials—as well as the semiconductor sector, the center accelerated innovation protection for Jiangsu enterprises. Through a service model featuring pre-examination proactive engagement on technical solutions, dedicated one-on-one examiners, and full-process tracking, the Center received 128 batches of pre-examination requests from 100 enterprises across the province throughout the year. Among these, 9 were national-level “Little Giant” enterprises specializing in niche markets, and 40 were provincial-level or higher specialized enterprises. The Center submitted 359 pre-examined applications to the CNIPA, with 144 already granted. Jiangsu Protection Center's batch pre-examination review of invention patent applications alleviated urgent needs among key innovation entities.
